Our Mission

The Indiana Economic Development Corporation (IEDC) is the state’s preeminent public-private partnership, charged with helping launch businesses and driving economic development across the state.

The Indiana Secretary of Commerce and the governing body, a 9-member board chaired by Governor Mike Braun, manages many initiatives including, but not limited to, performance-based tax credits, workforce-training grants, innovation & entrepreneurship resources, public infrastructure assistance and talent attraction & retention efforts.

David A Fagan attended Portage High School and then Indiana University pursuing a degree in accounting. David became a member of International Union of Operating Engineers, Local 150 in 1978 and completed Local 150’s Apprenticeship Program in 1982.

David A Fagan attended Portage High School and then Indiana University pursuing a degree in accounting. David became a member of International Union of Operating Engineers, Local 150 in 1978 and completed Local 150’s Apprenticeship Program in 1982. In 1989, David was appointed to a staff position with Local 150, which represents heavy equipment operators who operate and/or repair equipment in the construction industry, industrial maintenance, quarries, landfills, slag industry, equipment dealers and equipment rental facilities. In 2005, according to the By-Laws, David was elected as an officer for Local 150. Each subsequent election year, he has been honored to be re-elected to his position as Financial Secretary, which he currently holds.

 

David is a Trustee for Local 150’s Apprenticeship Training Program, Pension Fund, and Health & Welfare Fund which provides healthcare for more than 24,500 members of Local 150; and their families. David previously served as a Board Member for the Midwest Operating Engineers Credit Union 2008-2012. He currently serves as a Trustee on the Illinois, Indiana, and Iowa Federation for Fair Contracting (IIIFFC) Board, as well as a Trustee on the Railroad Health & Welfare Board, which covers workers employed in the railroad derailment and railroad construction industry in 38 states.

 

Previous appointments include the Indiana Law Enforcement Training Board from 1992-2014; the Chicago Gary Regional Airport Board in 2014, which he served on for approximately four years. David served as Councilman for the 2nd District of the Portage, Indiana Common Council 2000-2007. In 2007 he resigned and chose not to seek a third term in order to accept an appointment by Governor Daniels to the Indiana Port Commission 2007-2015.

 

David has been married for 42 years to his wife, Sandra. Early in their marriage, David and Sandra served as Porter County foster parents and they have one child, Ryan, who attended Purdue University and is currently a journeyman operator for IUOE Local 150.
